In 2006, veterans’ financial challenges were often directly linked to physical injuries sustained during combat. Many faced sudden income loss during the transition from active duty to civilian life, often compounded by delayed VA disability benefits. HOPE stepped in to provide essential financial assistance during these critical transitions.
Fast forward to 2025, and veterans now approach HOPE with financial challenges less tied to physical injuries and more related to mental health concerns, employment difficulties, and rising living costs. HOPE has adapted to these changes by offering financial counseling, education, and direct assistance to address the broader scope of veteran needs.

For many veterans, asking for help starts with a simple but urgent need: a safe place to call home. Some are facing eviction, others homelessness, and many experience housing gaps while in treatment. To meet these needs, HOPE focuses its resources where they matter most. This year alone, two-thirds of all direct financial assistance across HOPE’s programs has gone to housing support. Within the Critical Needs Program, that number rises to 88%—nearly nine out of every ten dollars—helping veterans and their families find stability and security when they need it most.

As Shelley Rodriguez, HOPE’s Director of Clinical Case Management and Financial Wellness, notes, “Obtaining and maintaining housing is a basic human need, necessary for continued growth and well-being. That’s why our social work staff uses a ‘housing first’ concept.”
